KATHMANDU, Aug 7 - 3.Normal life across 16 districts in eastern Nepal has been crippled on Tuesday, the first day of three-day transport strike jointly called by two agitating ethnic groups in the region.
Federal Limbuwaan State Council (FLSC) and Khumbuwaan National Front (KNF) called the bandh to press for their major demands such as autonomy with rights to self determinism and proportionate electoral system.

FLSC has called the transport strike in nine districts west of the Arun River while the KNF has called strikes in seven districts on east of the river.

Govt and Limbuwan, Khumbuwan hold first round of talks:-

KATHMANDU, Aug 13 - The first round of talks between the government and the Federal Limbuwan State Council (FLSC) and Khumbuwan National Front ended inconclusively Monday.
Emerging from the talks held at a resort in Dhulikhel, negotiators from both sides said they have agreed to resume the dialogue process shortly after a consultation.

Prior to the talks, FLSC negotiators had expressed hope that their four-point demand would be met.

“Our main demand is the formation of 13 autonomous regions in the country prior to the holding of the Constituent Assembly elections,” FLSC representative Rabindra Singh told media persons at the venue prior to the talks.

Singh also informed that other demands include the announcement of Nepal as a federal republic from the Interim Parliament before the November 22 polls.

Minister for Peace and Reconstruction Minister Ram Chandra Poudel headed the government’s talks team.

The other members of the government panel were Ram Chandra Yadav, Gyanendra Bahadur Karki and Jhalanath Khanal.

Altogether, 15 representatives of the ethnic groups were involved in the talks.

Representatives of the Federal Democratic National Forum (FDNF) and the Tamang-Shaling Autonomous State Committee, the other agitating ethnic groups in eastern Nepal, were also involved in the dialogue process.

The disgruntled groups have been demanding separate federal states along with the right to self-determination.

During preliminary talks with the government on Friday, they had appealed to the government to be show commitment to fulfill their demand for federal Limbuwan and Khumbuwan autonomous states ahead of the CA polls.

A fully proportional electoral system is another key demand of the disgruntled groups who have taken to the street over the recent months to press the government to address their demands.

DHARAN, Aug 10 - The agitating Limbuan Rajya Parishad Friday agreed to hold talks with the government calling off its indefinite banda in the eastern region.
The Parishad’s decision follows the government’s invitation to hold talks.

The central committee meeting of the Parishad held in Birtamod of Jhapa today decided to sit for talks with the government in a bid to resolve the ongoing crisis.

The Parishad has formed a three-member talks team headed by its general secretary Phagohang Banem. The other members of the talks team are Janak Chemjong and Chhabi Sangahamphe. Similarly, Rajan Bantawa, Kiran Khambu, Indrahang Khambu, Uttarman Khimdung and Jayprakash Khimdung will represent the Khumbuwan Rastriya Morchan in the talks.

Banim said that the Parishad wants to hold talks with the government in Dharan.

The Parishad, howefer, has also set a precondition that the government release its arrested activists before the talks. The Morang Police have released 53 parishad activists arrested yesterday.

The Parishad and Khumbuwan Morcha had called for an indefinite strike demanding a federal set up and population based proportional electoral system for the November 22 CA polls.

Eastern Nepal remained paralysed for the fourth consecutive day today because of the banda.

The district administration since Thursday night had clamped an indefinite curfew in Khorsane and Biratchowk of Indrapur VDC of Morang following clashes between locals and activists of the Limbuwan Rajy Parishad and the Khumbuwan Parishad. The curfew has been extended indefinitely.

The district administration though had relaxed the curfew for two hours from 3pm to 5pm today.

Because of the curfew, the highways remained deserted while marketplaces remained closed.

At least three policemen and dozens of activists were injured in clashes Thursday afternoon.

The Parishad activists had vandalized a Red Cross ambulance in Pathari Bazzar this morning.

Security has been beefed up in the area since the morning.

Nonetheless, with Parishad’s decision to hold talks with the government, the situation in the region is returning to normal.

The situation in Khorsane and Biratwhok became tense Thursday evening after the parishad activists beat up a motorcyclist and attempted to torch the motorcycle for defying their banda. The locals in retaliation had attacked the parishad activists. The police had lobbed six rounds of tear gas shells to bring the situation under control.

The situation in the Biratchowk region quickly deteriorated after the locals attacked the parishad activists while they were returning to Itahari and Dharan.

The parishad activists were carrying khukuris, rods and other weapons, said locals.

The local police unit had tried to control the situation in Khorsane after the parishad activists, who reached there in trucks and buses, tried to take charge of the area and pelted stones at local houses.

The parishad activists have accused the locals of having a hand in the disappearance of their fellow activists Yogen Limbu and Tirtha Limbu.

Limbuwan and Khubuwan form negotiation teams:-

The agitating groups in the eastern districts Limbuwan Mukti Morcha and Khumbuwan Rastriya Morcha have formed their teams to hold talks with the government.

In a press conference organised in the eastern town of Dharan, Friday, the two groups said they are ready to sit for talks with government if the government is serious towards their demands.

Limbuwan appointed its general secretary Khabuhang Banim as the chief of its negotiation team and the Khumbuwan has named its secretary Uttar Khumbu as the chief negotiator.

The two groups have been organising indefinite strike in the eastern districts demanding autonomous federal state based on ethnicity for them in that region.

In the meantime, the local administration has continued clamping curfew in Khorsane and Biratchowk in Morang district for the second day. The curfew was clamped after the clash between the cadres of Limbuwan and Khumbuwan and local residents on Thursday.

Similarly, the journalists in eastern districts have announced protest programmes against the attack on media by the agitators.

The journalists will wear black bands on hands while working for the next three days. They demanded that strike organisers should compensate for destruction of the media vehicle. The journalists warned that they would boycott all news related to Limbuwan and Khumbuwan if their demands were not met within the given time.

Govt offers talks with Limbuwan and Khumbuwan groups:-

The government talks team has written separate letters to the Limbuwan and Khumbuwan agitators inviting them for talks.

The Limbuwan Rajya Parishad and other groups have been organising bandh in eastern districts.

Upon receiving the letter, Kumar Lingden, general secretary of the Federal Democratic National Front – an umbrella organisation of Limbuwan and Khumbuwan groups – has said that they will make public their response to the letter soon.

"We have been telling Minister Poudel (Ram Chandra Poudel who heads government talks team) that the dialogue should take place in Limbuwan Khumbuwan region," he said. He said the agitators plan to hold talks as well as launch agitation side by side.

The agitators have been demanding federal autonomy with right to self determination.

Meanwhile, Limbuwan activists clashed with local people in Khorsane of Morang district on Thursday. The clash occurred after the activists vandalised shops in the area to enforce their bandh. Subsequently, police intervened and opened fire to disperse the agitation. The administration has imposed curfew in the area overnight.

Suggestion to Libuwan and Khumbuwan:-

1. Libuwan and Khumbuwan people must have political organization. It has to be officially registered as a political organization. To register as an official political organization, approx 10,000 loyal permanent membership must be required by Nepali law.

2. Libuwan and Khumbuwan must collect permanent memberships.

3. Libuwan and Khumbuwan must have Leaders who have education, wise, visionary, responsible, strong moral, dedication, critical thinker, public speaking or speech power and can do attitude.

4. Libuwan and Khumbuwan must be clearly written – organization’s constitution, mission, objective/functions, purposes and plans.

5. Libuwan and Khumbuwan must think deeply wisely and written clear demands to government.

6. Libuwan and Khumbuwan must organize public speech – What they want? And why they are doing this? Why it is necessary? If government will not fulfill their demand, what Libuwan and Khumbuwan will do next? What are their demands?

7. Libuwan and Khumbuwan must organize “Reporter’s Club meeting”, So Limbuwan and Khumbuwan leaders’ tell to Government of Nepal and 8 Political parties thru News media.

Just do not throw the stone and beat people; it does not look good at all.

Somehow and some reason, Limbuwan and Khumbuwan must win in Kathmandu to win in Nepal.

KATHMANDU, Aug 8 - .Normal life across eastern Nepal remains crippled as the three-day transport strike jointly called by Federal Limbuwaan State Council (FLSC) and Khubuwaan National Front (KNF) entered the second day Wednesday.
Due to the strike all the long-distance and short-distance vehicles have come to a complete halt in the districts such as Ilam, Jhapa, Panchthar, Taplejung, Sunsari and Dhankuta.

Hundreds of commuters are stranded. .

Even educational institutions, industries and market places have also been affected.

Essential commodities such as milk, fruits and vegetables supplied from hilly districts like Dhankuta and Taplejung are getting scarce in the districts in the plains.

Wednesday, protestors seized a vehicle carrying pilgrims at Parishar in Mornag district.

However, FLSC has said the strike undefinite , KNF has said they have called a three day Banda.

The agitating ethnic groups in the region called the strike to press for their major demands such as autonomy with rights to self-determinism and proportionate electoral system.

FLSC has called the transport strike in nine districts west of the Arun River while the KNF has called strikes in seven districts on east of the river.

Districts like Ilam, Panchthar, Jhapa, Sunsari, Morang, Dhankuta, Terhathum and Sankhuwasabha have been badly affected.

strike called by Sanghiya Limbuwan Rajya

Bandh continues to hit normal life in eastern region:-

The bandh (shut down strike) called by Sanghiya Limbuwan Rajya Parishad, a little known political outfit, has thrown normal life out of gear in eastern region Tuesday as well.

The bandh has badly affected Jhapa, Ilam, Taplejung, Panchthar, Sankhuwasabha and Tenrahum districts where businesses and schools have been closed and vehicles remain off the road. There was partial impact of bandh in Morang and Sunsari districts, reports said.

Demanding ‘autonomous Limbuwan state’ comprising nine eastern districts, the Parishad had announced a three-day bandh on Tuesday.

Reports say another group called Khumbuwan Rastriya Morcha has also called bandh in eastern region demanding a ‘Khumbuwan state’ comprising seven districts – Solukhumbu, Okhaldhunga, Udayapur, Bhojpur, Khotang, Siraha and Saptari . The bandh has partially affected normal life in some of the hilly eastern districts also.

Some of the eastern districts are having combined effect of separate bandhs called by these groups.

Bandh cripples life in east, organisers burn newspaper vehicle

Five eastern districts have been badly affected by the indefinite general strike called by the Limbuwan Mukti Morcha from Tuesday demanding autonomous federal state.

Market places, industries and educational institutional remain shut while vehicles, public and private, remain off the streets.

The Morcha called the strike in five eastern districts including Jhapa, Ilam, Taplejung and Pachthar demanding guarantee of federalism based on ethnicity with autonomy.

In the meantime, cadres of the Morcha burnt copies of the Kantipur daily and Damak based Purba Sandesh daily saying that the newspapers did not cover the news of their strike.

The Morcha cadres stopped the vans carrying Kantipur daily at Damak of Jhapa and Pathari of Morang districts and burnt the copies of Kantipur being sent for distribution from the publication's eastern regional office Biratnagar this morning, Kantipur FM stated.

The FM also quoted a Morcha official expressing regret on the untoward accident. The Morcha official said they did not intend to burn the newspapers. The Morcha cadres also vandalised the vehicle carrying the newspapers.

Limbuwaan regrets attack on Kantipur Publications vehicle

KATHMANDU, Aug 7 - 3.The Federal Limbuwaan State Council (FLSC) has expressed regret over the demolition of the press vehicles used for dispatching newspapers.
The FLSC activists burnt thousands of copies of Kantipur daily and The Kathmandu Post Tuesday morning in Damak, Jhapa and vandalized a press vehicle in Pathari in Morang district belonging to the Kantipur Publications.

The FLSC has expressed its commitment saying that it won’t repeat such mistakes in future. .

Regretting the incident, a central member of the FLSC, Kumar Lingden said, “The FLSC had no intention of launching attacks on the press.”

Likewise, acknowledging the contribution and struggle of the press to the state, the FLSC central member Janak Chemjong said, “We don’t have any intention to curb press freedom.”

The FLSC cadres pelted stones at a vehicle (Ba 3 Cha7837) bound for Eastern region from Kantipur Publications regional office in Biratnagar with copies of the two dailies. The demonstrators stopped the vehicle at Pashuhaat in Damak and set all the newspapers ablaze.

According to driver Ambar Magar, all the glasses of vehicles including other various parts were destroyed.
