Title: Fifth Amendment passed by Constituent Assembly

Fifth Amendment passed; coast cleared for forming majority govt:-

The Constituent Assembly (CA) meeting passed the Fifth Amendment to the interim constitution on Sunday night clearing the way for forming the government on majority basis – a major departure from the three-year-old practice of moving on the basis of consensus politics.

The amendment also permits election of president on the basis of majority. It sets provision for the opposition party and makes opposition leader a member of Constitutional Council.

The meeting of the CA – which also holds the responsibility of legislative – passed the amendment with 442 votes in favour and seven votes against it. The meeting also rejected various amendment proposals put forth by sixteen groups of CA members.

The meeting even rejected a proposal presented by the cabinet (with the backing of Nepali Congress) to place a leader of opposition in the National Defense Council – which oversees army-related matters.

The new amendment states that the president, vice president, CA chairman, deputy chairman and prime minister will be chosen on the basis of political understanding. And if such understanding is not forthcoming, they can be elected by simple majority. The CA will formulate further procedures for the election of president.

The amendment states that a prime minister will have to resign before the president.

The election of president and CA chairman will start after its election procedure is finalised. Subsequently, the door will be opened for forming the new government.

The Sunday's CA meeting had been boycotted by Madhesi parties.

Madhesi parties boycott CA meeting;-

Madhesi parties boycotted the Constituent Assembly (CA) meeting Sunday, expressing discontent over the constitution amendment bill tabled by the government.

Madhesi Janadhikar Forum (MJF), Terai Madhes Loktantrik Party, Sadbhawana Party and Dalit Janajati Party boycotted the CA meeting that will discuss the amendment bill before endorsing it.

The Medhesi parties had on Saturday decided to boycott the CA debate on the bill, which they say fails to address the issues raised by them.

Meanwhile, the Nepali Congress has issued whip to its CA members to attend the CA debate and voting on the amendment bill. Earlier today, NC organised a meeting of its parliament party to discuss its role in the CA.

संविधानसभाको वैठक शुरू, राजनीतिक अन्यौल जारी:-

नेपालमा दुई हप्तादेखि अवरुद्ध भएको संविधानसभाको बैठक शुरु भएपनि राजनीतिक अन्यौलको अन्त्य भएको छैन।

नयाँ बजेटको विकल्पमा पेस्की खर्च विधेयक प्रस्तुत गर्नदिनका लागि मात्र बैठक संचालनमा अवरोध गर्न छोडेको भन्ने तराईका दलहरुको भनाईले संविधानसभा सजिलै अगाडि बढ्ने कुरामा शंका बढेको हो।

एक मधेश एक प्रदेश र नेपाली सेनामा तराईबाट सामुहिक प्रवेशको आफ्नो मागको सुनुवाई नभएको गुनासो गरेका ती दलहरुले सडक आन्दोलनको चेतावनी समेत दिएकाले स्थिति सहज नहुने संकेत देखिएको छ।

संविधानसभाको चुनाव भएको तीन महिना पुग्नै लागेको छ। प्रधानमन्त्री लगायत मन्त्रीहरुले राजीनामा दिएको घोषणा गरेको पनि धेरै दिन भइसकेको छ।

तर नयाँ सरकारको अझै ठेगान लागिसकेको छैन।

अवरुद्ध संविधानसभाको बैठक बुधबारदेखि संचालन भएपनि तराईका दलहरु आन्दोलित मुद्रामा रहेका र ठूला दलहरुबीच सत्ता बाँडफाँडको कुरा मिलिनसकेकाले नयाँ सरकार कहिलेसम्म बन्छ भन्ने अझै निश्चित छैन।

चेतावनी

एककिसिमको सरकारविहीनताको यो स्थितिले डरलाग्दो परिणाम निम्त्याउने चेतावनी कतिपयले दिएका छन्।

नयाँ सरकारको गठन नहुँदा उत्पन्न राजनीतिक शुन्यता लम्बिएका बेला प्रधान सेनापति रुक्मांगद कटवाललाई उद्धृत गर्दै विहीबार केही प्रमुख दैनिकहरुले नेपाली सेना सक्रिय हुन सक्ने आशयका समाचार छापेका छन्।

सूत्रहरुको हवाला दिएर छापिएका ती समाचारमा सेनामा फूट ल्याउन खोजिएको र राष्ट्रिय अखण्डतामा आँच पु-याउने खालको गतिविधि हुन लागेको भन्दै त्यस्तो कुरा सेनालाई सह्य नहुने चेतावनी प्रधान सेनापति कटवालले दिएको उल्लेख गरिएको छ।

यो संबन्धमा सैनिक मुख्यालयले थप टिप्पणी गर्न चाहेन तर नेपाली सेनाले अन्यौलग्रस्त राजनीतिक स्थितिलाई चनाखो भएर हेरिरहेको जानकारी उच्च सैनिक अधिकारीहरुले बीबीसीलाई दिएका छन्।

सेना प्रजातन्त्रको विरुध्द नजाने तर देश टुक्रिने अवस्था आएमा सेना हात बाँधेर नबस्ने उनीहरुको भनाई छ।

विश्लेषकहरु भन्छन्, दलहरुबीच सहमतिको आधारमा छिट्टै नयाँ सरकार गठन भई सरकारले आफ्नो उपस्थिति देखाउन नसके राजनीतिक संकट गहिरिनेछ।

Now...Madhesi people and party must be out from Nepal, not only Nepali parliament.

Nepali people must unite and kick these Madhesi people like they killed, raped, murder, looted Nepalese people in Assam in year 2035 B.S. Madhesi people even killed little Nepalese babies and childers, Madhesi did left any Nepalese people during that time.

We must need to do Tit for Tat for these Madhesi, otherwise they will destroy our country and our future.
